Okay, here's a definitive picture of Grammy from 1910. Presumably with Bob. The facial expression seems to match of the lady in Photo 21. Grammy was born when? - in the 1880's? If so, this is a 20-something photo of her.I still don't understand the 'tow path'. Did it end here? If this were England, I'd say this is a river lock, used to lower boats from higher water in the background to lower water in the foreground. But that dam looks pretty 'permanent' to me.
Besides, there are telephone poles in the background, which makes me think there's a highway just beyond the top of those steps.

Can't be Bob - he wasn't born until 1911.
Grammy was born in September 1988, Hazel in 1909. This is part of our canal - whether locks or dam I'm not sure. It went through Hamburg, right beside the river, and there was a road next to it at a lot of places.
