If Hazel is in this 1911 picture, I think she'd have to be the baby. Which means I have no idea who the older girl is. Maybe she's the same girl as in Picture 21. Note the 'pavement'. Wooden, not concrete. But raised a bit, so maybe they're sitting on bricks?

Hazel would be 4 in 1911 so probably standing girl. My dad born in 1911 so probably in stroller. The siblings were all 4 years apart: Hazel oldest, my dad born 4 yrs later in 1911, Charles in 1915, John in 1919.
Hazel was born in March 1909, and this looks like she is 2 1/2, and that's about right. This is the row on South 4th St. I think boardwalks had wood 2x4s or something running lengthwise beneath them, and the boards were nailed to them.
