The partial banner reads "...re Co.", so I'm guessing this is a Fire Company. The background here might give a clue as to where this parade was held.

This is looking north, in the first block of N. 3rd St. They had firemen's parades too (still do) and this could have been one of them, or maybe still the Legion or Centennial parade.
