I think this is Nancy carrying the American flag. Not sure of the location, the date, and why the Girl Scout Troop is from Windsor Castle, not Hamburg. Then again, I'm not even sure where Windsor Castle is with respect to Lenhartsville.

Windsor Castle is southwest of Lenhartsville. But Nancy lived in Lenhartsville, so why a Windsor CAstle troop? Maybe they met in Zion's Church, which is in W.C. Janet...
